HUD Provides Application Guidelines for the Rate Reduction Incentive (RRI) and the Small Rural Frozen Rolling Base Program

HUD announced that the FY2027 Rate Reduction Incentive (RRI) application period will open on August 18, 2026. The RRI program encourages PHAs to lower utility costs and allows them to keep part of the savings if successful.

HUD Publishes Guidance on Asset Repositioning Fee

This new notice supersedes the previous Asset Repositioning Fee (ARF) guidance, PIH Notice 2021-37, by updating the eligibility timeline, providing updated guidance on applicability dates, and providing an appendix of ARF definitions.

Industry Groups Submit Comment Letter to HUD on the EIV-SAVE Tenant Matching Report

A coalition of Industry Groups who represent thousands of housing providers nationwide submitted a comment letter to HUD on the Enterprise Income Verification Systematic Alien Verification for Entitlements (EIV-SAVE). The comment letter outlines how HUD’s publication of the EIV-SAVE tenant matching report appears to have violated the Privacy Act of 1974 and asks HUD to halt the use of the EIV-SAVE tenant matching report.

HUD Publishes Closeout Instructions for CDBG and Related Programs

HUD published Notice CPD-26-10, which provides closeout instructions for several community development programs. The closeout process is a formal process by which HUD determines grantees have met their grant obligations.

NAHRO Submits Comments on Equal Access to Housing Proposed Rule

The proposed rule, if implemented, would remove prohibitions on service providers from seeking information to confirm the sex of applicants … In comments written to HUD, NAHRO warns that the proposed changes have the potential to create a number of negative impacts that will result in the displacement of individuals experiencing or at risk of homelessness.

DHS Releases Public Charge Ground of Inadmissibility Final Rule

The rule largely follows the approach outlined in DHS’ November 2025 proposed rule by rescinding the detailed regulatory framework established in 2022. The final rule returns to a broader, more discretionary, case-by-case assessment of whether an individual is likely to become a public charge. The rule takes effect September 18, 2026.

HUD Publishes Proposed Rule Rescinding and Revising Floodplain Management Regulations

The proposed rule would put back into place HUD regulations as they existed before the April 23, 2024, final rule. However, the proposed rule does maintain flexibilities from the final rule related to floodways, categorical exclusions, exemptions from Part 55 applicability, and the decision making process.
