July 20, 2026 — At the beginning of July, HUD published Notice CPD-26-10, which provides closeout instructions for several community development programs.

The closeout process is a formal process by which HUD determines grantees have met their grant obligations. Closeout instructions provided in the notice are for the following programs:

• Community Development Block Grant (CDBG) Annual Formula Program: CDBG Entitlement, State CDBG, CDBG Non-Entitlement Hawaiian Counties, and CDBG Insular Areas
• Community Development Block Grant CARES Act (CDBG-CV)
• CDBG Disaster Recovery (CDBG-DR)
• CDBG Mitigation (CDBG-MIT)
• CDBG National Disaster Resilience (CDBG-NDR)
• Section 108 Loan Guarantee Program
• Neighborhood Stabilization Program (NSP)
• Recovery Housing Program (RHP)
• Pathways to Removing Obstacles to Housing (PRO Housing)
• Preservation and Reinvestment Initiative for Community Enhancement (PRICE)
