PHAs have substantial tools available to rehabilitate or replace their public housing, using long-term project-based voucher or project-based rental assistance contracts. This session will examine how two very different PHAs from different regions, one but not the other with Moving-to-Work flexibility and one but not the other with reasonable availability of low-income housing tax credits, have used or are beginning to use these tools. We hope to have a discussion of the workability of the tools available in different settings and as the national landscape evolves.
