May 29, 2026 — Following a letter HUD’s Office of Housing sent Project-Based Rental Assistance (PBRA) owners and agents in January 2026, the Department has sent a digital bulletin with specific requirements for verifying citizenship and immigration status via a report using data from the Enterprise Income Verification (EIV) system and Systemic Alien Verification System (SAVE), referred to here as the EIV-SAVE Tenant Matching Report. Owners and agents must access this report and verify any discrepancies contained within it by June 20, 2026, thirty days from the date of HUD’s May 21, 2026 message.

First, owners or agents must access the report. Second, they must resolve any discrepancies flagged by the report. Attachment A in the message provides instructions for accessing the report, and Attachment B outlines the steps owners and agents must take to resolve discrepancies in PBRA tenants’ program eligibility.

For agencies familiar with HUD’s Office Public and Indian Housing (PIH) Programs, these requirements are similar to the EIV-SAVE steps taken by participants in those programs, though this report uses the TRACS system instead of IMS-PIC.
