June 5, 2026 – On June 4, HUD sent an email to housing agency executive directors setting a deadline by which housing agencies had to “attest” that they “. . . have reviewed the citizenship or eligible immigration status of the identified individuals on the EIV-SAVE Tenant Matching Report.” This new requirement was identified in a previous communication from HUD on May 6. Housing agencies, through their executive directors or other authorized housing agency officials, will have to complete their attestation by August 3, 2026.

The process to complete the attestation is the following:

• Visit the DocuSign website;
• Complete the fields of PHA Code, PHA Name, Submitter Name, Submitter Job Title, and Submitter Email;
• Click the attestation button; and
• Review and select “Finish.”

The attestation button affirms a provided statement (reproduced below):

I confirm, on behalf of [PHA Name], that staff has reviewed the EIV-SAVE Tenant Matching Report dated April 10, 2026, reviewed the citizenship or eligible immigration status of the identified individuals, and has verified their citizenship or eligible immigration status, consistent with section 214 of the Housing and Community Development Act of 1980, and implementing regulations at 24 CFR part 5, subpart E.

The date of the signature will automatically be added and DocuSign will send acknowledgment of the receipt via email.
