July 22, 2026 — On July 20 (despite being dated July 15), HUD published a notice titled “Implementation of National Standards for the Physical Inspection of Real Estate Administrative Procedures for Voucher Programs” (Notice PIH 2026-18). This notice revises a previous notice that discussed NSPIRE for vouchers administrative details. The notice states that it makes several important updates including the following:

• Reiterating that the NSPIRE for vouchers compliance date is February 1, 2027;
• Noting that the NSPIRE-V Demonstration software is discontinued;
• Clarifying which provisions are excluded from the compliance date;
• Updating the notification requirements for PHAs;
• Providing additional guidance to submit requests for variations and alternative inspection methods; and
• Notifying PHAs of additional HUD training.

Housing agencies with a Housing Choice Voucher (HCV) program, a Project-Based Voucher (PBV) program, or a Section 8 Moderate Rehabilitation program have a NSPIRE for vouchers compliance date of February 1, 2027. The notice notes that provisions this compliance date applies to and states certain provisions that it does not apply to. The extended compliance date does not apply to the following provisions:

• The requirement that a PHA use an independent entity to perform HQS inspections for PHA-owned housing;
• The allowance for triennial inspections for HCV units in small, rural PHAs; and
• The provision which allows for random sampling of units on a biennial basis for PBV contract units at small, rural PHAs.

The notice reminds housing agencies that new requirements for carbon monoxide detectors and smoke alarm detectors are already effective.

Housing agencies must follow requirements about notification to HUD about an agency’s transition to NSPIRE for vouchers. Housing agencies that have implemented NSPIRE, but not notified HUD; previously notified HUD about implementing but wish to delay; or have not notified HUD and not yet implemented NSPIRE, should notify HUD of their plans. The notice provides specific details of the notification process (including emailing NSPIREV_AlternateInspection@hud.gov and copying the field office).

The notice discusses certain features of the NSPIRE for vouchers inspection standard. The protocol has three inspectable areas: unit, inside, and outside. The notice provides brief descriptions of each of these areas. It also provides information on where to find NSPIRE standards, informs of affirmative habitability requirements, discusses life-threating conditions (and the accompanying 24-hour correction period), notes that units are not scored, and discusses certain other features of the inspection protocol.

The notice details the process by which housing agencies may apply for approval of variant inspection standards. The housing agency must email HUD at NSPIREV_AlternateInspection@hud.gov, while copying the field office with the subject “Variation Request, [PHA Code].” The email must meet certain requirements which are detailed in the notice.

The notice discusses different types of inspections that housing agencies must conduct. These include initial, periodic, supervisory quality control inspections, and interim inspections. Additionally, units subject to a project-based voucher (PBV) housing assistance payment (HAP) contract are subject to turnover inspections and a random sampling of at least 20% of units for periodic inspections. Provisions also discussed include language on entities conducting inspections, HQS NSPIRE enforcement, and PHA policy. Additionally, the notice states that NSPIRE does not make substantive changes to special housing types and the use of alternative inspection methods.

Finally, in the notice are details about the use of inspection forms and the use of software. Once a PHA implements NSPIRE, PHAs may use the NSPIRE HCV/PBV Inspection Checklist on the NSPIRE webpage. The Department has chosen not to continue the NSPIRE-V Demonstration software. Housing agencies that were planning to use the software must prepare for another option. Options include using the NSPIRE standards provided online, using commercial software, or using the checklist on HUD’s website.
