Housing instability is a critical yet often overlooked barrier to student success. Frequent moves, overcrowding, and homelessness disrupt learning, attendance, and social emotional development for children in public housing. This session highlights how cross sector partnerships between the City of Norfolk, the Norfolk Redevelopment and Housing Authority, Urban Strategies Inc. (USI), and Norfolk Public Schools are creating stable, supportive housing and neighborhood environments that strengthen educational outcomes. Participants will learn how Norfolk’s People First Initiative supports families through education, job training, housing stability, and entrepreneurship.
