NAHRO Submits Grant Reporting Demonstration Comments

On November 3, NAHRO submitted comments in response to HUD’s notice, “Notice of Financial Reporting Demonstration.” HUD’s goal is to create one financial reporting system for all HUD grantees to “reduce the risk of waste, fraud, and abuse across grant programs.” As they develop this new reporting system, they intend to work with 9 HUD grantees who receive public housing, Community Development Block Grant-Disaster Recovery (CDBG-DR), and Continuum of Care (CoC) funding. They asked for ways to reduce burden and make the system and effective oversight tool. This new proposed system comes after accounting and certification requirement changes in the public housing program and changes to the requirements Community Planning and Development grantees must meet. The grant reporting system will be a key part of implementing the new accounting requirements in the Public Housing Operating Fund program.

NAHRO’s comments provided context to the administration about the ways this new system will increase administrative burden and the rigorous oversight grantees already receive. Specifically, NAHRO urges HUD not to create duplicative reporting requirements since grantees already submit audited financial statements to HUD. For more information, read NAHRO’s comment letter.
