NAHRO Submits Comments on the Proposed HUD Unified Grant System

On September 8, NAHRO submitted comments in response to HUD’s proposal to continue implementing the HUD Unified Grant System (HUGS). They propose creating a new oversight mechanism, driven by HUD’s Office of the Chief Financial Officer, to track all HUD grantees’ spending. The system will entail submitting documentation for all expenses and proof of the corresponding payments.

NAHRO’s comments opposed implementing this rule. PHAs are already subject to rigorous oversight, and HUD collects the data agencies would submit to HUD. HUD should use this existing data they already have. In addition to being redundant, this oversight mechanism will be burdensome for housing providers and for HUD, who will need to construct a new IT system.
