NAHRO and Partners Submit Management and Occupancy Review Form Comments to HUD’s Office of Housing

HUD’s Office of Housing and Performance-Based Contract Administrators (PBCAs) use the HUD-9834 form to assess owners and agents (O/As) of Section 8 Project-Based Rental Assistance. As part of HUD’s ongoing series of improvements, HUD has published an updated draft of the form for comment.

NAHRO and its partners, the Local Housing Administrators Coalition (LHAC), a group of PBCAs who administer roughly 40% of the nation’s PBRA stock, submitted comments in response to the proposed form’s changes.

Generally, NAHRO and LHAC proposed stronger, more comprehensive changes than HUD eventually made to the form. HUD’s changes stop short of NAHRO and LHAC’s recommendations, so the proposed form generally represents a wasted opportunity to make the review process more efficient and productive for owners and their reviewers.
