HUD Publishes FY25 Renewal Funding Inflation Factors for HCV Program

On June 3, HUD published a notice in the Federal Register titled “Section 8 Housing Assistance Payments Program-Fiscal Year (FY) 2025 Inflation Factors for Public Housing Agency (PHA) Renewal Funding.” Renewal Funding Inflation Factors (RFIF) are inflation factors applied to the amount of Housing Assistance Payment (HAP) funding used by a PHA in the prior year to calculate renewal eligibility for HAP voucher funding in the current year. The national inflation factor for 2025, or the expected change in nation Per Unit Cost (PUC) for the HCV program is 4.71%. The methodology used to calculate the 2025 RFIFs is the same methodology used in the prior year. Individual housing agencies will have their own inflation factors used to calculate the agency’s renewal eligibility.
