Building on IRGE’s From Crisis to Community research, this session applies a people‑centered, systems‑oriented framework to war, displacement, and post‑conflict recovery – positioning affordable housers as critical agents of continuity during instability and disruption. Drawing from global and U.S. contexts, the session examines housing in active conflict zones, refugee resettlement, and post‑conflict recovery, and translates those lessons into practical strategies for PHAs. Participants will explore how housing agencies stabilize communities when markets fail, displacement rises, and funding volatility increases – and what global practices can be adapted locally to strengthen preparedness, response, and long‑term recovery.
