May 20, 2026 — Earlier today, the House passed its amended version of the 21st Century ROAD to Housing Act by a vote of 396-13. NAHRO applauds the House for advancing the legislation with strong, bipartisan support. Passage of the bill reflects broad recognition that communities need stronger federal tools to address housing supply, preservation, affordability, and program administration challenges. The House Financial Services Committee issued a statement on the bill’s passage.

For PHAs, redevelopment authorities, community development agencies, and local housing leaders, the bill includes provisions designed to improve program delivery, preserve local flexibility, and support ongoing efforts to expand access to safe and affordable housing. Earlier this week, NAHRO issued a statement of support for the bill. The White House has also issued a Statement of Administration Policy supporting the House bill after previously encouraging the House to adopt the Senate version.

The bill now returns to the Senate. It remains uncertain when, or if, the chamber will take up the legislation, however, the Administration’s support of the bill could help. NAHRO will continue to closely monitor developments and urge the Senate to pass the House-amended version of the 21st Century ROAD to Housing Act.
