HUD Proposes PIC Modernization and HOTMA Compliance Timeline — Industry Groups Respond

On January 22, 2026, the IT Working Group, which includes representatives from NAHRO, PHADA, CLPHA, the MTW Collaborative, software vendors and PHAs, met with HUD staff to discuss the latest timeline for IT modernization and compliance for Sections 102 and 104 of the Housing Opportunity through Modernization Act of 2016 (HOTMA).

In the meeting, HUD announced a pause in development of the Housing Information Portal (HIP) with a renewed focus to modernize IMS/PIC. They also presented a potential timeline for full HOTMA compliance that would require PHAs to enforce Sections 102 and 104 towards the end of the 2026.

As a workaround for the delay in HIP implementation, HUD plans on updating IMS/PIC to accept 50058 forms that incorporate HOTMA income and asset rules. In previous communication from HUD, they had anticipated that PHAs would only be able to submit HOTMA-compliant 50058 forms into HIP. However, HUD seems focused on making sure PHAs are fully compliant with HOTMA Sections 102 and 104 as soon as possible.

According to HUD’s timeline, PHAs would be required to start following rules for recertification as early as late spring or summer. Members of the IT Working Group expressed concern with the new plan proposed by HUD noting that the proposed plan does not fully consider the time needed by vendors and PHAs to roll out this process for it to be successful.

On February 12, the IT Working Group submitted a letter to HUD leadership that outlines PHA and software vendor concerns, while also proposing a new timeline that is feasible.
