HUD Sends Letter on 2025 VMS Reporting Deadlines

In a letter, HUD states the reporting deadlines for the Housing Choice Voucher (HCV) Voucher Management System [and that] meeting these reporting deadlines is important to “ … ensure the timely and accurate completion of the calendar year end 2025 HCV Program cash reconciliations and the development of the 2026 HCV Program renewal funding calculations.”

House Committee Advances Bipartisan Comprehensive Housing Package

The House Financial Services Committee passed the Housing for the 21st Century Act on a 50-1 vote. The bipartisan housing package aims to streamline development, and calls for reforms to existing programs, development, and expanding affordability.

HUD Sends Letter on Verifying Citizenship and Immigration Status to PHA Executive Directors

HUD sent a letter to PHA executive directors that discussed the requirements “… to document and verify the citizenship or eligible immigration status of individuals prior to admission to the Public Housing or Housing Choice Voucher program, and to prorate assistance for any households where ineligible noncitizens reside.”

HUD Publishes Public Housing Operating Fund Shortfall Funding Implementation Notice

Applications Due January 16, 2026 by 5:00 pm ET

HUD published PIH Notice 2025-30, “Implementation of Public Housing Operating Fund Shortfall Funding from Federal Fiscal Year 2025 Appropriations.” …. New in this notice, HUD notes that PHAs who received FY 2022, 2023, or 2024 funding are ineligible for 2025 funding. According to recently released HUD data, 147 agencies are ineligible for 2025 shortfall funding due to receiving 2022, 2023, or 2024 funds.

HUD Recommends PHAs Cease Issuing New Vouchers

HUD sent a letter (as an email) to PHA executive directors emphasizing the need to prudently manage the Housing Choice Voucher (HCV) program budget in 2026. In the letter, HUD discusses why PHAs need to take cost-saving measures, tools and guidance that HUD has to help with cost-savings, suggestions on immediate cost-saving measures, a note about PHAs that have already received shortfall funding, and, finally, an appendix showing a PHA’s anticipated inflation factor and its anticipated cost increases.

HOTMA Sections 102 and 104 Compliance Deadline Extended for CPD Programs

HUD published a notice in the Federal Register once again extending the deadline for compliance of Sections 102 and 104 of the Housing Opportunity Through Modernization Act of 2016 (HOTMA) for Community Planning and Development (CPD) programs to January 1, 2027.

FSS FY25 Renewal Awards Announced

HUD announced the first round of FY25 renewal awards for existing Family Self-Sufficiency (FSS) programs. As previously mentioned by HUD, FSS funding will be distributed in two rounds, as there may have been some applicants who submitted applications at varying times.
