NAHRO Submits Cash Management Letter

On November 25, 2025, NAHRO, the Council of Large Public Housing Authorities (CLPHA), the Public Housing Authorities Directors Association (PHADA), and the Moving to Work (MTW) Collaborative sent a letter to HUD and legislators about new public housing accounting requirements. The letter was necessary because public housing agencies will need to implement new practices in January 2026 despite limited guidance. HUD planned to address the need for further information with new guidance this fall but was delayed during the fall with the government shutdown and other funding challenges. The letter reiterates the importance of delaying these new accounting changes in order to ensure a feasible implementation.
