July 14, 2025 — On Wednesday, July 16 at 2:00 p.m. ET, NAHRO will testify before the Subcommittee on Housing and Insurance of the House Financial Services Committee. The hearing, titled “Home 2.0: Modern Solutions to the Housing Shortage,” will explore proposals to modernize and strengthen the HOME Investment Partnerships Program to help address the nation’s housing supply crisis.

Chairman Mike Flood (NE-01) and Ranking Member Emanuel Cleaver (MO-05) are seeking bipartisan solutions and, earlier this year, invited NAHRO and other stakeholders to provide recommendations on improving the HOME and Community Development Block Grant (CDBG) programs. In early June, NAHRO met with the Chair and Ranking Member to discuss these recommendations. NAHRO will now share these recommendations with the full subcommittee.

The hearing will also review the forthcoming HOME Reform Act of 2025, which aims to streamline and enhance the program’s impact.

• Eric Oberdorfer, Director of Policy and Legislative Affairs, NAHRO
• Tiffany Bohee, President, Mercy Housing California
