HUD Releases Income and Rent Limits for Community Development Programs
On May 17, HUD released fiscal year 2023 income and rent limits for various community development programs under the Office of Community Planning and Development (CPD).Income limits were released for the Community Development Block Grant (CDBG) program, CDBG Disaster Recovery (CDBG-DR) program, Emergency Solutions Grants (ESG), HOME Investment Partnerships Program (HOME), Housing Opportunities for Persons With AIDS (HOPWA), Housing Trust Fund (HTF), Neighborhood Stabilization Program (NSP). Rent limits for FY 2023 were also released for the HOME and HTF programs.
Income and rent limits for the following programs both become effective on June 15, 2023 and can be found on the HUD Exchange website.

HUD Issues Availability of Waivers for Certain Grantees of the HOPWA Program Due to Emergency Declared Disasters
Two memos were issued in the month of May by HUD, which explain suspensions and waivers for grantees of the HOPWA program. Grantees that were impacted from tornadoes in Tennessee and California winter storms that were declared disaster areas may use waivers and suspensions mentioned in the memos to address damage caused by the disasters. Grantees must notify the HUD Field Office no less than three days before using the suspension or waiver flexibility. The memos can be found on the CPD website.

HUD Publishes 2022 CDBG-DR Notice
On May 18, HUD published the 2022 CDBG-DR Notice, which lay out allocation amounts, implementation of consolidated waivers and alternative requirements and applicable rules and procedures. The notice specifically announces allocations of more than $3 billion to the CDBG-DR program for disasters occurring in 2022. Additionally, the waiver emphasizes which areas will receive funding and for how much. For more information, the notice can be in the Federal Register.
