Emergency Safety and Security Grants Funding Guidance Published 

Applications due June 28, 2023 

HUD has released Notice PIH 2023-10, outlining the application process for Emergency Safety and Security Grants (ESSG) as part of the Public Housing Capital Fund program. This funding may be used to address natural disaster emergencies, carbon monoxide detectors, heat and smoke detectors, and crime or drug-related activities in public housing. Smoke and heat detectors are the only significant addition to the list of eligible purposes, a change in response to the National Standards for the Physical Inspection of Real Estate (NSPIRE) requirements. PHAs may apply for funding to support one or more projects, but the total amount requested cannot exceed $250,000 for this fiscal year. However, agencies may not include projects if they have received ESSG grants for the same specific project or type of project previously. Both disasters and “safety and security emergencies” as defined in the notice must have occurred after September 30, 2022. In addition, any projects must consist of eligible uses of the Capital Fund, and the notice lists specific eligible and ineligible examples for each of the three purposes. All recipients must continue complying with relevant laws and regulations and will be required to submit documentation after completing any projects for which they receive funding—see the notice for specific requirements.

The notice outlines specific submission requirements for funding to address crime and drug use, carbon monoxide detectors, or smoke detectors. Agencies submit the following items to apply:

• Relevant data from HUD form 50075.1, Annual Statement;
• A description of the health or safety concern and that of the steps the specific project will take to address these concerns;
• The estimated cost to address the concerns—if projects will cost more than $250,000, see the notice for additional requirements; and
• Additional project-specific requirements depending on the project’s purpose.

The Notice of Due Date for Application Submission states that there is no application form. PHAs should email all documents included in PIH 2023-10 to PIHOCI@hud.gov by 5:00 on June 28, 2023.
