SUMMARY:HOTMA: An In-Depth Review of Programmatic Changes
DESCRIPTION:Description:\nThe Housing Opportunity through Modernization Act (HOTMA) has made a myriad of changes to the Housing Choice Voucher Program and Public Housing.   \nThis class will view HOTMA from the lens of how it affects different program aspects from a micro and macro level. We will review the optional and required policy decisions PHA’s will need to make to be in compliance with HOTMA.   \nWe will provide scenarios on how HOTMA will be changing the way we calculate\, adjust and determine income and eligibility.   \nThis course focuses on the following 3 sections of HOTMA:  \nSection 102 – Income Reviews\nSection 103 – Over-Income Tenants of Public Housing (in effect)\nSection 104 – Asset Limitations \nObjectives:\nAfter completing this training\, participants will be able to:\n-Identify regulatory changes in eligibility and annual income for applicants and participant families\n-Understand where the program has changed\n-Determine Administrative Plan/ACOP/Tenant Selection Plan Revisions to existing and new policies\n-Update knowledge on what is considered income and what is excluded\n-Identify changes in allowances at initial\, new admission\, interim and annual re-examination\n-Operationalize the phase-in and hardship clauses built within the changes to limit impacts on families\n-Obtain knowledge on when to process interim re-examinations and determine the effective dates.\n-Review the various circumstance with the non-interim reexamination code should be utilized\n-Refresh knowledge on the student rule\n-Pre-emptively celebrate the end of EID which is within 2 years of the final rule\n-Apply the asset limits to your program at new admission and re-examinations\n-Understand and apply the updated Income Limits in Public Housing\n-Uphold the HCV/PH/Multi-family program and regulations to the highest standards\n-Understand the impacts of HOTMA on their program\n-Apply the new HOTMA rules to their program\n-Process interim and annual re-examinations accurately\n-Maintain program compliance

DESCRIPTION:Description:\nThis training provides a comprehensive overview of the National Standards for the Physical Inspections of Real Estate (NSPIRE) protocols and requirements as they apply to the Housing Choice Voucher (HCV) Program\, including both Tenant-Based Vouchers (TBV) and Project-Based Vouchers (PBV).  \nNSPIRE serves as a replacement for the Housing Quality Standards (HQS) creating a unified approach to inspection standards for all HUD-assisted properties. This training will help participants understand the current standards\, prepare for inspections\, and respond to identified deficiencies in alignment with HUD’s requirements.  \nParticipants will explore the NSPIRE standards and variances in depth\, including enforcement procedures\, corrective actions\, and inspection administration. The training will cover the rationale behind the shift to NSPIRE\, outline the required timelines for addressing deficiencies\, and provide guidance on conducting inspections in accordance with the updated protocol. Special attention will be given to health and safety considerations\, scoring implications\, and the newly defined conditions that must now be addressed under NSPIRE. \nObjectives:\nAfter completing this training\, participants will be able to:\n-Identify the new inspection requirements and standard.\n-Provide methods to improve the information in the Administrative Plan and manage variations.\n-Obtain a better understanding of inspectable areas and the levels of deficiencies.\n-Understand the conformity with Annual\, Biennial\, or Triennial Standards and Alternative Inspection Methods.\n-Understand the new Updated NSPIRE Checklist\, Standards\, Lead-based Paint Protocol\, and Affirmative Habitability Requirements.\n-Understand foundational information that can be used by all personnel as a guide to the standards and processes.
