DESCRIPTION:Maintaining a procurement program that complies state law and federal regulations can be challenging. It requires an understanding of the regulations\, laws and agency policies as well how to manage contracts awarded by the agency. This training will cover procurement standards\, methods of procurement\, HUD required regulatory documents\, types of contracts\, roles and responsibilities of the contracting officer\, procurements that require HUD approval\, documenting procurement actions\, price and cost analysis\, Section 3 as well as doing business with MBE\, WBE\, and Resident Owned Businesses. Procurement and contracts can be high-risk areas for your agency. DESCRIPTION:Description\nThe Family Self Sufficiency (FSS) program is an amazing program designed to enable PHA participants to achieve economic independence by leveraging public and private resources.  \nIn this training we will view the program from all perspectives starting from the regulations that are the foundation of the program and the Action Plan\, which provides the administrative framework for the program. We will explore the program through the lens of a case manager who runs the program\, delving into the role of the program partners\, the supports from the PHA/Agency\, the Program Coordinating Committee\, accounting and the community.   \nWe’ll work on our motivational interviewing skills and explore goal setting techniques to   \nBuild your interviewing skills and completing the Individual Training and Services Plan (ITSP)\, calculating escrow\, evaluating your programs success and understanding reporting requirements.   \nYou will also acquire the skills and knowledge needed to develop and support a compliant\, successful and innovative FSS program. This training is compliant and updated to the recent FSS Final Rule and potential HOTMA impacts. \nObjectives\nAfter completing this training\, participants will be able to:   \nImplement best practices in case management techniques\, including identifying individual participant needs\, goal setting and determining when to create the Individual Training and Service Plan (ITSP)\nUnderstand and execute the Contract of Participation\nAssess your FSS Program Action Plan and its required elements\nLearn different marketing techniques and strategies to encourage FSS family participation.\nIdentify strategies to design and develop an FSS program to meet the needs of your participants\nCorrectly execute the FSS Contract of participation and accurately calculate escrow credits\nUnderstand and apply the requirements for graduation and Portability rules\nImportance of program supports and their role: Program Coordinating Committee\, accounting and the community\nUnderstand the requirements of HCV Homeownership and the potential connection to the FSS Program.\nObtain a basic understanding of rent calculation\nAccurately execute FSS Contract of Participation.\nImplement program reporting requirements\nEvaluate your programs success
